Francisco was born and raised in Watsonville in a blue-collar family that prioritizes faith, family, and community. He earned a bachelor's degree from Saint Mary’s College of California and a master's from Norwich University. He previously worked as a Labor Relations Representative for the California School Employees Association (CSEA) in Stockton.
